Russia was having a long call from Germany not long after Crimea joined the house. It was mostly boring since Germany was going in rounds. Russia concerned himself with saying "niet" from time to time. Niet, things are done.
Russia simply couldn't come with reason to end it. So, he suffered. At least he got some information in form of threats. Da, threats are very informative.
Suddenly door flew open and Kalinindrad staggered in. He was slightly drunk and not nessesarily from beer, Ivan didn't need to sniff the air.
- Oi, Ivan, what I heard you never guess!
- Kaliningrad, I'm having an official call from Germany.

It's 1991, Russia are left alone and Kaliningrad seemed to be in question once again. Once again Russia calls Latvia to the meeting. Once again Latvia refuses to even consider taking responsibility for Kaliningrad. He's madman, all's yours. König laghs his ass off. Russia starts feeling his anger rising, Köning's not helping, he's land is far from the main body, yet he's a happy as a puppy.
Finally Russia calles Germany:
R: Hey, Ludwig, remember your brother's heart, which is my Kaliningrad? want to get it back, da?
At this point König wrenches phones from Ivan and yells to the other side:
